On a hot water boiler closed loop system that was recently installed approximently two years ago, I didn't know if it was ever chemically treated and recently encountered a safety valve that was leaking water.Does it make any sense to pump in two to three hundred dollors worth of chemicals into the system without  testing the water condition first? This has been a Boiler Operator debate at my workplace.

In my opinion, it all depends on if it is soft or hard water.  If soft, you will be concerned with corrosion.  If hard, scale will be the issue.  So I would calculate the gallons of water and the ppm wanted and pump in the right amoun t of scale and corrosion inhibitor.  No matter if soft or hard, you will want to use an oxygen scavenger as well.
